出口退税为我国一项重要的促进贸易发展的政策。江苏省是纺织品出口大省,但近年随着世界经济形势的变化,国际贸易保护主义抬头,中美贸易摩擦加剧,出口退税政策在促进纺织品出口方面变得更加重要。论文从纺织品出口的需求、供给关系和贸易小国出口退税政策的福利效应两个方面探讨了江苏省纺织品出口退税的经济效应,主要体现为静态效应和动态效应。结果显示,出口退税政策对促进纺织品出口发挥了重要作用,相关部门应积极推进实施此政策。 相似文献

本文以2003—2018年中国上市企业数据为样本,从税种差异视角分析了增值税有效税率与企业所得税有效税率变化对企业固定资产投资的影响。研究发现,增值税有效税率与企业固定资产投资的关系依赖于宏观经济环境和企业税负转嫁能力。具体而言,在经济上行期或税负转嫁能力较强的企业中,增值税有效税率降低促进了企业固定资产投资增加。所得税有效税率与企业固定资产投资之间始终为显著负相关关系。所得税有效税率的降低可以通过增强企业内外部融资能力来促进其固定资产投资增加,特别是当企业债务风险相对较低时,所得税有效税率下降对固定资产投资的正向影响效果会随企业融资约束程度的上升而增大。本文分析在一定程度上说明了不同税种的税负变化对企业投资产生差异化影响,进而为减税助力企业投资提供了新的微观经验证据。 相似文献

We provide the first large‐scale empirical evidence of banks functioning as tax planning intermediaries. We posit that some banks specialize in assisting corporate clients with tax planning. In this role, banks make use of their centrality in financial relationships; access to private information; and ability to structure, execute, and participate in tax planning transactions for clients. We measure bank‐client relationships using loan contracts and measure client tax planning using either the cash effective tax rate or the unrecognized tax benefit balance. Using a difference‐in‐differences design, we find that firms experience meaningful tax reductions when they begin a relationship with a bank whose existing clients engage in above‐median tax planning. The effects of pairing with such tax intermediary banks are concentrated in relationships with larger or longer maturity loans, clients with foreign income or greater credit risk, and when the bank is an industry specialist or has above‐median investment banking activities. Finally, we find that potential clients are more likely to choose tax intermediary banks than nontax intermediary banks, suggesting that tax intermediary banks benefit by attracting new business. Collectively, our results suggest that some banks act as tax planning intermediaries, a role beyond the traditional one of financial intermediary. 相似文献

We explore whether the expectation of debt forgiveness discourages developing countries from attaining sustainable fiscal independence through improving their tax effort. While the international financial community advises poor countries to improve revenue mobilization, the same international community routinely bails out poor countries that fail to meet their loan repayment obligations, among other reasons as a result of the low tax effort they exercise. The act of bailing out creates an expectation about receiving debt forgiveness time and again in the future. The key prediction of our theoretical framework is that in the presence of debt forgiveness, countries’ tax efforts will decline and more so the higher the intensity of the bailouts. We test this proposition using data for 55 countries from 1995 to 2015. We find that debt forgiveness is significant in lowering tax effort. In addressing the potential of reverse causality, we also find that the international financial community has been more forgiving to countries that exert lower tax effort. These results, which are robust to various specifications, have significant policy implications for donor and recipient countries. 相似文献

A low‐wage developing economy (South) is interested in accessing and attracting superior technology from a high‐wage developed economy (North) with firms having heterogeneous quality of technology. To improve upon the initial market equilibrium, which shows that relatively inefficient technologies will move to the South, the host government invests in infrastructure financed through taxing the foreign firms. We discuss the problem of existence of such a tax‐transfer mechanism within a balanced budget framework. We argue that such a policy can increase tax revenue as well as instigate the transfer of better quality technology. It turns out that this policy is more likely to be successful when the production concerns high‐value, high‐price products in low‐wage economies. We investigate a tax avoidance strategy where firms use the ambiguity inherent in tax reporting to classify indirect costs as research and development (R&D) expenditures to take advantage of the R&D tax credit. We label this tax practice “strategic R&D classification”. We find a one standard deviation increase in strategic R&D classification leads, on average, to a 1.7% (1.5%) reduction in GAAP (cash) effective tax rates, suggesting this practice provides significant tax savings. However, we also find strategic R&D classification is related to both the level and changes in uncertain tax benefit liabilities required to be recognized under FIN 48, suggesting this practice comes with financial reporting costs. Our study contributes to the literature by documenting some of the costs and benefits associated with a previously unexplored tax strategy, and highlights the limitations faced by tax authorities in monitoring firms’ R&D tax credit. 相似文献

Obesity is a public health problem in the United States that has been linked to excess sweetener consumption. The American Heart Association (AHA) recommends no more than 6–9 teaspoons/capita/day, while the U.S. Food and Drug Administration (FDA) recommends 200 calories/capita/day of caloric sweetener consumption. Both recommendations are well below the reported 2016 sweetener consumption levels. We quantify the input tax rates needed to reduce the current excess sweetener consumption level to the AHA and FDA recommended standards. We calculate the joint tax in the United States on two major sweeteners, sugar and High Fructose Corn Syrup (HFCS), to be 31 and 24 cents per pound, respectively, based on the AHA standard, and 19 and 17 cents per pound, respectively, using the FDA standard. These taxes would be roughly the magnitude of the existing sugar and HFCS prices. In both cases, the tax incidence on producers is much smaller than on consumers. Our focus is very different from past studies in that it deals with the effect of taxes on inputs to meet the recommended target rather than a selective tax (sugar‐sweetened beverage tax). If a sweetener tax were implemented, U.S. sugar and HFCS producers would lose US$398–US$489 and US$683–US$844 million per year, respectively. 相似文献

We explore the internal workings of tax planning within US multinational enterprises (MNEs) using a qualitative research method. We conduct a series of interviews with senior tax executives, which we supplement with other public information. We find that US MNEs adopt a heterogenous range of approaches driven by the motivations as well as the opportunities to reduce their tax bill legally. We develop a new theoretical framework that analyses the interactions of motivations and opportunities in MNEs’ tax planning strategy. We generate four typologies of corporate tax payers. 政府与社会资本合作(PPP)模式在解决公共服务供给不足问题的同时,也给社会资本方的经营带来影响。企业参与PPP与政府建立良好合作关系是否有助于其税负的减轻?基于PPP概念股上市公司数据,本文采用准自然实验框架实证研究了企业参与PPP对其税负的影响。研究结果表明:企业参与PPP提高了其避税程度,降低了税负水平。分行业看,建筑业效应在统计上最为显著,而电力、热力等市政建设类项目企业参与PPP后税负不降反升。分区域看,东部和中部地区企业参与PPP对其税负有显著的降低,而西部地区并不显著。政策启示是在严格执行显性税收优惠的同时,规范PPP项目中政府与企业之间的利益关系。 相似文献
